Governance

Stated plainly

dQMGrid is stewarded by MDinteractive. A formal governance charter is an first release deliverable, due with the first release. Until it is adopted, this page describes how decisions are actually made — not how we would like them to be.

  • Maintainers. MDinteractive’s engineers maintain the code, the rule library and this site, and make the final call on what is merged.
  • Contributions. Recipes, EHR notes and rules are reviewed in the open before merging. See How to contribute and the content rules.
  • Upstream first. Defects found in a measure package or engine are reported to the people who own that component.

A derivation or inference counts in a reported result only when a qualified reviewer signs it.

  • Any qualified signer may sign rules. MDinteractive is the default signer for the rule sets it maintains; signing is not exclusive to it.
  • A signature names the signer, the rule and its version, and is recorded in the rule’s Provenance. It travels with every result that used the rule.
  • No rule has yet been clinically signed. Signed rule sets for two ambulatory EHR platforms are an first release deliverable.

The governance charter, due with the first release, will set out:

  • Signer scope — who is qualified to sign which classes and tiers of rule, and how a qualification is granted and withdrawn;
  • Liability — what a signature does and does not commit the signer to;
  • Vendor-finding disclosure — how findings about a specific EHR product are shared with the vendor before they are published, and on what timeline;
  • Decision-making and maintainer roles — how maintainers are added and how contested decisions are resolved; and
  • The trademark policy for the dQMGrid name and logo.

As adoption grows — more EHR platforms, more signers, more organizations operating the calculator — we expect governance to broaden beyond a single steward. The charter will describe that path. We will not describe dQMGrid as independently governed until it is.
